Fish Kill
In attempting legislatively to overturn a recent Court of Appeals decision, this bill would have reduced protections for imperiled salmon and steelhead that apply when cities attempt to develop old, dormant municipal water permits. The bill also contained a special carve out for water permits held by the City of Hood River which would have had dire consequences for streamflows, salmon and steelhead in the West Fork of the Hood River, and its tributary Lake Branch Creek. The most damaging provisions were removed on the Senate side.
