Fish Persistence Rollback

SB 1584 would have overturned a recent Oregon Court of Appeals decision requiring local governments to plan for the persistence of endangered fish in their municipal water projects. It would also roll back a hard-fought compromise passed in 2005. Local governments should be held to requirements that would mean more water conservation, especially as we expect less water in a climate-changed future.
